Strawberry Perl ships with a dmake.exe. Try that. E.g.,
perl Makefile.PL
dmake
dmake test
dmake install

Are you using ActivePerl? Which version and build? Did you try with
http://strawberryperl.com/ or with
Makefile.PL creates a Makefile - have you gotten that far?
