The keys() function takes a hash. You used it properly the FIRST time,
but not the second. And, $hash{$key} means that you have a hash called
'%hash', where
maybe u want this:
foreach my $fileName ( keys %$ref_allTariffData ){
foreach my $name ( keys %{$ref_allTariffData->{$fileName}} ){
print $name,";";
}
}
