If payware / shareware is ok for you, then try JPad Pro or SidePad Pro by Modelworks
(www.modelworks.com). You can use it for a variety of languages, e.g. Java, C, C++,
C#, Perl etc. Have a look.

(http://sourceforge.net/projects/open-perl-ide/). The entire IDE (including manual) is
about 1.6 MB. You can edit, debug and run scripts. I like it.
