Quick update, after pulling down the src.deb file for bacula 1.38.11-3 and doing 'dpkg-buildpackage -d -b' and then installing just the bacula-director-mysql package, I can now startup the bacula director properly. So to me it looks to be a complete packaging problem, and not a Bacula problem. H
