try starting the setup file from an (elevated) command line and see if
there are any messages. Or look in the Windows event viewer... And
sometimes I've seen applications running but not showing up on the
desktop or in the task bar but accessible via ALT+TAB...
Is UAC on? It shouldn't make a difference, but try right click and run
as administrator.

My OS is win 7 Ultimate simple Chinese 32 bit .
When I double click bacula-win32-5.2.1.exe, I can see the
bacula-win32-5.2.1.exe is running in window tasker.
But no GUI is showed on the desktop .
Any hints is appreciated.
