I've noticed something which has changed from the bacula 9->13 upgrade.
Looking at logs from December, before the upgrade, I find that *all* the
backups were using storage "FileStorage0" and media type "File0". And
yet, the load was still shared 50/50 between devices FileDev0 and FileDev1.

Configurations are below, and nothing really has changed since upgrading
from 9.4.2 to 13.0.4.
The upgrade was done via in-place upgrades of the backup server from
Ubuntu 20.04 -> 22.04 -> 24.04. The first upgrade removed bacula
entirely (since bacula was dropped from the jam
tes.
The "Source address bind error" comes from DirSourceAddress and I've
separately raised this as an issue at
https://gitlab.bacula.org/bacula-community-edition/bacula-community/-/issues/2742
I don't *think* it's related, but I'll run without DirSourceAddress
