Installing Baculum without the package is pretty easy if you have a
little bit of Debian and Apache experience.
Furthermore, Bacularis is the way to go. Marcin is on top of it all.

I don't see Baculum listed as a deb in the Bacula community binaries.
The alternative presumably is to manually install the bacula-gui download
at
https://sourceforge.net/projects/bacula/files/bacula/15.0.2
