I've tried debugging after stopping the services, please check the server
and client results below. Any clue?

The output says: "bacula-dir is already running" -- you need to stop the
existing process first.

Just so everyone knows how I feel about SQLite -- it is a great program,
written by a very good programmer. It is probably closer to Postgres
