On Redhat/CentOS try installing (yum install):
zlib
zlib-devel
lzo
lzo-devel
and then restarting bacula. I have never tried this as I always
compile these sorts of things from source.

Could you show output from following bconsole command:
show fileset="MAIL"
You can also make sure that:
1) you did 'reload' in bconsole after updating config file
2) your job that in result gives "Compression = none" really uses the
MAIL fileset

Bacula is already in version 7.4 and is much better.
Compile is very easy:
