Every icon has its own background square (backlight).
The idea is toggle it if it is inactive,
I tested it, and it works perfectly. Try it by yourself by using Ccsm.

I was about to implement a part of the new System Settings spec [1] when
I saw that it referred to the unity panel as "the top bar".
But in a past cycle, I implemented the Time & Date spec [2] which has UI
that refers to the unity panel as "the menu bar".
So which one is the official

Hello again! I'm looking into the Universal Access panel visual refresh
[1]. One thing I noticed is that the spec has the controls all using
the normal system font size. Whereas the current panel in Ubuntu uses a
larger font size to help people with poor eyesight.

The indicators work well monochrome because they were designed from
the start to be Monochrome, and include only simple shapes and
outlines. Regular icons do not work this way.

custom theme is better suited to solving the issue in your particular
case.
Removing all but one color from an icon by default is a bad idea,
