Alternatively, is there a way to set up configure.ac and the Makefile.am's
so that the twelve different source distribution files (the
--tar.gz files) can be generated from a single
configure.ac?

This definitely is the way to go here, using m4_include and m4_define. It
helps localize not just the version, but other info like the email address.
