In order to speed up a Perl program I wrote a module in C. This
module has code to do the most mundane of tasks: convert an ipv4 address
into a long.

It's been discussed from time to time, and if someone wanted to spearhead
a project, I think it could be made to happen. libiberty already tries to
do this in part.
