AFAIK Cisco AS53X can only be SLT, it cant terminate any SS7, you would need
Softswitch like PGW, Squire etc.

A downgrade of both Asterisk and libss7 makes this problem go away , i dont
know
if CIC mismatch is the reason. Asterisk 1.4-trunk with libss7 svn-97 works
fine with
the same configuration.

UBL on unconfigured CIC 15, if I restart asterisk this happens on CICs on
the other E1, this keeps happening

If you have time to test with libss7, its still based on zap/*/ trunks.
