Just to set your basics right.
All the cards support E1, and what follows there after is the software
stack supporting either PRI or SS7 stack.
This is same with dialogic n with digium's or sangoma's cards.
Sangoma's card however support their proprietary SMG SS7 software,
while chan_
What version of Asterisk are you using? This looks like the p->dialing
bug that some spoke of earlier, where it was not cleared properly. I
had thought that the fix got committed to all the relevant Asterisk
branches, but it's possible that maybe I missed one.

Most cards should actually work with the two main SS7 distros, libss7
and chan_ss7, the key is about the right setup and talks with the other
operator.

I am curently using a digium te121 with ss7 signalling. two options: libss7
(instead of libpri) and chan_dahdi, or chan_ss7 alone.
To my knowledge, the digium pci cards all support this.
