It seems like this change would mean a single physical data is not "one
site" as defined by the end user rules if each 'customer' gets a globally
routable subnet.
That does seem like a good distinction, since a single site hosting 10,000
customers' virtual infrastructure should probably be treated

I agree; the new definition is less clear and way more abstract, in my
opinion. Further, without a more specific statement of a problem with or a
misunderstanding created by the current text, I would prefer to keep the
current text.
