Since the upgrade from Fedora 9 to Fedora 10, the EMU 0404 USB card does
not work any more. The alsa version changed form .17 to 19.
The card didn't even show up in pulseaudio, so I investigated it on the
pulseaudio list and Lennart Poettering came the conclusion that it's an
alsa issue.

Thanks for your answer.
I know the driver is still in beta stage. The lack of support for
other sampling rates apart from 44.1k and 48k does affect me at all,
what I wanted to achieve is just normal playback at these two rates
(or at least one of them) without the artifacts.

Almost all apps work with this addtition to alsa.conf. It even resamples
everything to 44100Hz (48kHz are playable!). Here's the diff from
original alsa.
