That's the same problem I had with ktd, and eventually, I rolled my own docker
to containerize koha. ktd does not support persistant data, and populate_db
will always run, there is no bypass for it as far as I know.

I am trying to move my already existing 17.05 koha install, on a old
ubuntu-minimal docker, to koha-testing-docker, figure all it needs is a change
of config, and then i can stop the db docker container, only... it is ignoring
my changes to koha-conf.xml inside sites/kohadev.my changes are there

Seems to happen when the jog speed is slow.

then a file change detector watching for that file to change, runs a
command to 'play' it on idjc thereby sending the meta to stream. You want

two methods of doing this, first is using mysql's own replication method, and
second is using MySQL::Replication as found on cpan. Brilliant perl based
replication system.
