dhcpcd runs itself as service, not controlled by the network management.
This makes it not a suitable replacement for isc-dhcp.
It breaks network in cloud images.

After the cloud-init run, a dhcpcd keeps running and regularly redoing
the network config:

We decided to make this change, even if some systems will fail, to align
