Normally I'd agree with Gaelan, but I think the dependent action
motivation is fairly compelling.

Motivation was because of the recent dependent action fix and the fact that
patent titles are often awarded by dependent actions, so it's kind of to
close out that chapt
I kinda feel like patent titles should be one of those things that shouldn’t be
ratified—we should be able to recognize titles that were accidentally omitted
at some point. I don’t feel quite strongly enough to object, but I Grumble
Loudly.
