Assuming the caste report is accurate and R2211 empowers me to make
caste changes, the promotion/demotion plan looks like this:
Promotion to Alpha will be between Taral and root.
Promotion to Beta will be between BobTHJ and pikhq. (Zefram is
inactive, AFO is not first-class.)
Promotion to G
The promotions/demotions all failed because the rule didn't empower
the Grand Poobah to do them (precedent is that "SHALL by announcement"
implies "CAN by announcement", but merely "SHALL" does not). This may
have been fixed by now, but definitely hadn't been at the time.
R2211/1 still says
