Please forgive my newbness, but I don't see anywhere in the rule(s) about
Gerontocracy which prevent the creation of Parties specifically. Within
the rule(s) about Gerontocracy, it looks to me like it requires Elder
support in order to change the status of entities or decisions, which did
not happ
