What is the rule of thumb for panel size be if you are worried about snow
and overcast?

I’m amused that he worries about EMP shielding blocking WiFi. That assumes
that there are any WiFi devices left to connect to after the EMP pulse :-)

If critical Loads in snow country do 20x and a 2 week battery and you will
never run out of juice at 40 deg latitude or lower. I don’t know about higher
latitudes.
