For generic books, Goodwill. For technical books there are
usually places for specific technical areas. My wife had a bunch
of botanical books and such that we gave to people in the know
(you have to know the people).

The military donation organization I found is operation paperback. I
haven't yet sent any off, but I am signed up and it seems like some of my
collection matches the typical requests.
