CampaignError.INCOMPATIBLE_FREQUENCY_CAP

I am getting INCOMPATIBLE_FREQUENCY_CAP when I make mutate call on campaign service. I am not able to find any information regarding this. Belows are some of the SOAP parameters in that call. 10 DAY CAMPAIGN MANUAL_CPM Any help or pointer would be much appreciated. Thanks.
