It is true that the Keyword Structure report does not support
QualityScore or FirstPageCpc columns. This is intentional, and they
will not be added in the future. Apologies for any inconvenience, but
you'd have to run a (zero impression) Keyword Report if you want to
get those values.

In general, AdWords supports targeting ads to specific URLs with
what's known as a Website (or Placement) criterion. Assuming a
specific website has signed up to display AdWords ads you can target
it. If you're using the AdWords API, you'd want to add instances of
the Website object into

I think I can do it through the UI, but last time I tried I wasn't
