As per my understanding, there isn't any service in the AdWords API which
provides language suggestions based on the locations you are targeting.
Please note that not all functionalities of the AdWords UI are available in
the AdWords API.

I heard that in the adwords UI you can get generated list of suggested
languages for a specific location.
