You can refer to this user access management article on how you can add users
to your Google Ads account.
Once a user has been added into the account, the OAuth2 credentials generated
by that user can then be used to authenticate the API requests made to that
account.

I have developed an internal tool using the google ads api, with a test
account. Everything ok so far. But did not work for a live account under
that same user/email.
I want to manage campaigns for our users, on live account, not test
account.
