I don't have any information as to whether those fields will be populated in
the future. Currently the only way to get that information is to run an
ACCOUNT report or use the v13 AccountService.

We are planning to expose a version of the AccountService in the next
version of the API, but I don't have any other details at this time.

The equivalent of AccountService.getAccountInfo in v13 API is not yet
available through ServicedAccountService. It will be made available in
a future version of AdWords API. For now, you can use the v13 API to
retrieve these details.
