I've come across this thread after encountering the same issue. I note that
supplying `"conversionEnvironment": "UNSPECIFIED"` circumvents the issue,
but we would love to be able to test our intended production code with the
(assumed) correct values.
Are we able to have our test and live MCCs
It looks like the entire hostname https://googleads.googleapis.com/ might
be down, so I am guessing it's an even bigger issue.

I've spoken with Google Ads product support. I've been told they have no
insight into getting an account manager, and can't help further.
Is there an alternative way to send this conversion information, without
requiring the allowListed permission?
