The enhanced conversions for leads are not counted as view-through.
Instead, EC for leads focuses on improving the accuracy of conversion
tacking by using first party (e.g, email, phone number) hashed customer
data and GCLID. So, they are *click* based conversions.

you are Google Ads API, I would suggest that you refer to the Enhanced
with server side tracking
