Hi John, Thanks for reaching out. You could register for/sign in a Manager Account and then navigate to the API Center (TOOLS & SETTINGS > SETUP > API Center) to retrieve the developer token. Please refer to this documentation for more details. Thanks and Regards, Xiaoming, Google Ads API Team
