My apologies for the confusion.
This is the related document for the error that you've encountered. It is
discussed that app campaigns don't support shared budgets and you need to set
the budget's isExplicitlyShared property to false.

This campaign is a brand new campaign I am creating, so it is not set up as
an experiment unless it is a default setting. Here's the code, using Java

Can you please confirm that you are using the AdWords API? The error you
mentioned occurs if the campaign is an experiment. Can you also confirm if this
is the case?
