Unfortunately I don't see any specifics. Please try going over billing
setup for the MCC. If in doubt, please check with the general AdWords
support as billing is out of scope for the API team.

information. Please go over the billing setup for account 783-138-2806 in
order to use the token.

token was associated with the CID I provided earlier.

reviewed and approved. Please set us know the MCC account CID you use the
developer token from (don't share the token itself).
