Problems with QuotaCheckError.ACCOUNT_INACTIVE

Hello. I'm getting the QuotaCheckError.ACCOUNT_INACTIVE error response withv201209 API requests. I'm not seeing any indication that the account is inactive in the AdWords API Centre. I've reset the developer token but there is no change. Running the client library examples show the same error
