You can use your MCC credentials, and Test Account's clientCustomerId.
Make sure to also provide the developer token (even if it is not yet
approved).

It looks like you are trying to access sandbox which is now shut down. Make
sure you have the production server in your settings.ini file:

I am using AdWords API PHP Client Library for php. In the "auth.ini" file i
