No, the optimization score in Google Ads is generally only available for
active, live campaigns. The optimization score is shown for active Search,
Display, Video Action, App, Performance Max, Demand Gen and Shopping campaigns

releases. You could use Recommendation Service to improve the performance of
your campaigns by introducing new and relevant features,
