So I'm actually having this same issue. Here is how I'm set up:

-- test adwords account
-- test campaign

*MCC* or your test *AdWords account* (child of your test MCC)? If it's set
to your MCC, please change it to your AdWords account -- an MCC doesn't
have any campaigns, so an empty response is expected if that's the
