I think the culprit in this case is the CompetitionSearchParameter. You are
including all possible values (LOW, MEDIUM, and HIGH), but it appears that
LOW doesn't cover a zero competition value, which is what the EXACT keyword

(using the v201008 API). I suspect there are more keywords with
missing response entries, I'll try to find some more examples. The
problem occurs regardless of what other match types are requested
along with the exact match type
