product_partition_id is the Id of a Criterion. In AdWords, CriterionIds are
global. That is, if two criteria have the exact same other properties, they
will have the same ID. They are, in fact, the same criterion.

According to the Value Track documentation, {product_partition_id} is
supposed to be unique. However, we are seeing the same partition id being
returned for multiple campaigns/clients.
What can we add to our tracking URL parameters to make this truly unique?
