Rate limits depend on several different factors, including time of day and
server load. It's best practice to honor the retryAfterSeconds value
returned in the response for a consistent experience.

We are using CustomerSyncService for couple of months, everything works
fine. But recently we start to see a lot RATE_EXCEEDED exception, even try
to send less requests, still not improve. This slows down
CustomerSyncService a lot.
