Hi,
Access to the BudgetOrderService is granted in a whitelist basis. Also this
service works only for account under manager defined orders and not for any
regular AdWords accounts.

Hi,
Unfortunately, it is not currently possible to obtain billing information
(sumary, charges, invoices, etc) via the API.
