That's correct, the CampaignTargetService will return the
NetworkTargets set on a campaign. The network element you are
referring to in a CampaignService response is inside of the stats
field, and indicates that the stats returned are across all networks

Thank you for reporting this issue. The documentation isn't accurate,
and using an empty target list will not set the campaign to target all
networks. I'll work with the engineering and documentation teams to
correct this, but in the mean time I would advise that you explicitly
set all

about "targets" field says "An empty list means all networks are
targeted". I successfully send and empty list. When I login in
