How I can contact with the AdWords billing team?
I communicated with adwords support specialists and they known nothing
about api and can't help me.

Just to clarify, were you previously whitelisted for the BudgetOrderService
but are now getting an error saying you are no longer? You will need to
contact your Google account manager in order to get back to being
whitelisted.

Hello.
We have used BudgetOrderService for 2 months. But today we get
error [NotWhitelistedError.CUSTOMER_NOT_WHITELISTED_FOR_API @ ;
trigger:'Manager 6835091916 is not whitelisted under RESELLER or AGENCY'].
We can create BudgetOrder from Adwords UI successfully.
What is the problem?
