Thank you for reaching out. The reason that you are not getting any data for
that campaign is because the Ad Group Performance Report doesn't support app
campaigns. See here for the list of reports that do support app campaigns.

I am seeing a case where AdWords ad groups are not being returned in the
response to fetch them.
Using the following URI:
