Hi David,
The current version of the .NET client library requires that you use
an App.config file, even if you are passing in the credentials to the
constructor. The library comes with a sample App.config file that you
can use as a reference:

Someone mentioned in another thread about localhost being hardcorded
or something like that... in the adwordsAPI file. I seen it in there a
couple of times, but not if that is my problem or not. Not using
app.config.
