The v13 CriterionService.updateCriteria method takes as a parameter an
array of criteria, and your XML request there is no outer criteria
object. Also, this criteria must either have the xsi:type attribute
or the field criterionType set to the type of criterion being updated

tests as those IDs correspond to entities in your specific AdWords
