You'll encounter this error if the clientCustomerId specified in the
request, or the account which is authenticated in the request if
clientCustomerId is not specified, has not completed the set up process.
Could you provide the complete SOAP request and response so I can take a

We're using the CustomerService to fetch the clients of a user, but when we
try to do so we get the "ACCOUNT_NOT_SET_UP" error.
The documentation only states `CustomerService cannot get an account that
is not fully set up.`.
