Related question, it seems AdWords UI now allows to set targeting settings
and bids for Gender and Age. API docs still say Age and Gender are only
excludable and not biddable.

Yes, and they are in v201206 API and report docs mention Dynamic Search Ads
in adType column description, but v201206 API does not return any
performance data. I assume they are still being filtered out in results for
some reason.
