manager account can only be trough UI operation and I cannot call any API
to create a manager account, right?

In Agency scenario, I'm wondering if we need create Manager Account one for
each big customer, so that we can create multiple AdAccounts under the
manager account? I searched google ads api, but didn't find any API about
how to create manager account instead of AdAccount.
