This is exactly my problem. I also tried to sign up for an MCC account
and was told that my account already WAS an MCC account.
Is there are a way to fix the issue?

I've tried signing up for an MCC account like this page says:
https://adwords.google.com/support/aw/bin/answer.py?hl=en&answer=15104
But it said my account was already an MCC account. Great!
Except there is no "API Center" options under My Account.
